Birth Registration for a New Born Child

A birth certificate and passport are issued to children born to Indian parent/ parents residing in Oman. To apply for a passport, the child’s birth has to be registered first with the Indian Embassy within one year from the date of birth. Documents required:

• The birth certificate in original (in English) issued by Royal Oman Police, Directorate General of Civil Status and attested by Ministry of Foreign Affairs, Sultanate of Oman
• Original passports and local resident cards of both parents and photocopies thereof are to be submitted along with a fee of OMR 9.150/-
• If either of the parent is other than Indian national an affidavit to be attested by his/her country’s Embassy and duly attested by Ministry of Foreign Affairs, Sultanate of Oman.

Duplicate Birth Certificate

Documents required for issue of Duplicate Birth Certificate:

• Application in the Miscellaneous Services Form(Link:https://www.indemb-oman.gov.in/docs/B(11-12-13)-EAP-II%20form.pdf)
• One recent passport size photograph (to be affixed on the form).
• Current Passport in original with photocopy of the first, last, and address page and any other endorsement pages and visa page with additional booklets, if any, also to be produced.
• Photocopy of valid ID card / residence card
• Copy of birth certificate issued. In case, copy of the Birth Certificate is not available, copies of the first passport issued to the applicant/name endorsed on mother's passport and copies of parent’s passport during first passport issued to the applicant.
• One recent passport size photograph (to be affixed on the form).

1. Only those Indian Nationals born in Sultanate of Oman and whose birth was registered with the Embassy, shall be issued duplicate Birth Certificate. In other cases, the applicant may request for a certificate based on the entries on the passport.
2. In case the applicant is not a resident in Sultanate of Oman, he/she may authorize a relative/friend (Indian national with valid Oman resident Card holder) to submit the original application on their behalf.

Police Clearance Certificate

• As per instructions in general guidelines a duly filled online application form available athttps://embassy.passportindia.gov.in/, (Link)should be submitted at BLS. All particulars in the application should tally with those in the current passport.
• Two white background photographs. (Please refer to the photo specification mentioned in general guidelines)
• Current Passport in original with photocopy of the first, last, and address page and any other endorsement pages and visa page with additional booklets, if any, also to be produced. A copy of ID card / residence card also to be enclosed.
• Copy of Latest Police Clearance Certificate in English (original to be shown) issued by Oman Police, attested by the Ministry of Foreign Affairs, Sultanate of Oman.
• Request letter from the applicant addressed to the Embassy stating the purpose of obtaining the Police Clearance Certificate.

• All applicants seeking passport or passport related services are required to be physically present at the time of making application in the Sultanate of Oman and should visit in person at BLS Office in Muscat or its mobile collection centres located at Sur, Sohar, Nizwa, Salalah, Buraimi, Khasab, Shinas, Duqm, Ibri and Dibba. This is also applicable for minors.
• Passport will be retained during the tenure of the service.
• PCC would only be done after fresh police verification in India.

Non-Resident Indian (NRI) Certificate

Requirements for NRI Certificate: -

• Application in the Miscellaneous Services Form(Link:https://www.indemb-oman.gov.in/docs/B(11-12-13)-EAP-II%20form.pdf)
• One recent passport size photograph (to be affixed on the form).
• Current Passport in original with photocopy of the first, last, and address page and any other endorsement pages and visa page with additional booklets, if any, also to be produced.
• Photocopy of valid ID card / residence card (Original to be produced for verification).
• Request letter from the applicant addressed to the Embassy stating the purpose of obtaining the NRI Certificate.

No Objection Certificate for obtaining other nationality

Requirements for No Objection Certificate (NOC): -

• One recent passport size photograph (to be affixed on the form).
• Current Passport in original with photocopy of the first, last, and address page and any other endorsement pages and visa page with additional booklets, if any, also to be produced.
• Photocopy of valid ID card / residence card (Original to be produced for verification).
• Request letter from the applicant addressed to the Embassy stating the details of obtaining the No objection Certificate.
